The most important issue here is that the Internet, up until now, has been a level playing field#–anyone with the ability to connect can be just as influential and imprtant as anyone else, and enjoy the same ability to publish their work in a manner accessible to almost anyone in the world. This law will make the rich the owners of the Internet. This is terrible for freedom, terrible for Democracy, and another stifling action against the poor and middle class.
